About the Project
Moving from planning to implementation requires Link Nova Scotia to evolve. This will expand the organization's mandate beyond planning, to securing funding, supporting design and construction, removing legislative barriers, and establishing a robust monitoring and review program to ensure investments are impactful and responsive to changing needs.

STATUS
In February 2025, the government introduced Bill 24: The Link Nova Scotia Act. Amendments to the act expanded the agency’s mandate including:
- changing the name of the agency to Link Nova Scotia
- expanding the scope of the agency, as well as updating its governance structure
- establishing a ministerial advisory committee
- clarifying municipal roles and ministerial oversight
- allowing the agency to own and operate transportation infrastructure
- allowing the agency to leverage federal public transit programs on behalf of the government

Action 5.2.1: Complete a legislative and governance review to evolve the JRTA (now Link Nova Scotia) to fully deliver on its mission and mandate.
A legislative and governance review will determine the appropriate division of responsibilities between the Province, Link Nova Scotia, Core Partners, and others to implement the Regional Transportation Plan (RTP). The review will also explore how the agency can continue to support the Core Partners and the broader transportation sector as they advance their priorities that are in alignment with the RTP.
